Cannot connect to database after upgrade

After upgrading to v3.2, the app throws "ECONNREFUSED 127.0.0.1:5432" on startup.
I've verified PostgreSQL is running and the credentials haven't changed.
Rolling back to v3.1 fixes it. Seems like a config migration issue.
